I highly recommend Kite Puerto Rico in San Juan. They have IKO certified instructors and some of the best wind and gear. Best of all, you can stay on-site at their boutique hotel, Numero Uno Beach House while enjoying fresh eats and drinks on the beach at their on-site bar and restaurant.
